The Courts of Divani and Fouzadari Adalaths were introduced in the Madras area; since it was initiated by the then Governor of Madras, Lord Cornwallis, it was known as the Cornwallis system. In Ballari, these courts were established in the Cantonment area, where the Tahsildar Office and Military-contract awarding Office also functioned, thus modernizing the court system from 1801 onwards.
The criminal Courts, namely The Session Courts, the Assistant Sessions Judge Court, and the Magistrate Court were introduced under sections 9, 10, and 11 respectively, of the Criminal Procedure Code 1860. On 1 March 1873, a three-tier system of Courts comprising the District Judge, Subordinate Judge, and Munsiff Court was established to settle civil disputes.
The majestic building housing the District and Sessions Judge in Ballari, at its present location, was constructed in 1874, with labor mainly comprising convicts undergoing imprisonment in the local central jail, some of whom received sentence remissions for their labor. At one time, there was a common sub-court for Ballari and Salem, with Munsiff’s courts at Kampli, Kottur, ND.Kere, Adoni, Gooty, and Parigi. Until 1980, the District Court here had jurisdiction over the courts in the then-Anantapur District as well. The jurisdiction of the Ballari District Court extended over the revenue district of Ballari, consisting of taluks of Adoni, Alur, Ballari, Siruguppa, Raydurg, Hospet, Kudligi, Harapanahalli, and Hadagali.
The state of Sandur, where its highest judicial officer was called Nyayadish, was merged with the Ballari district. With the formation of the “Andhra State” on 1 October 1953, the talukas including Ballari were merged with the then Part-B state of Mysore. From 01 November 1956, this district became a part of the new state of Mysuru, now Karnataka.
